Effie is a carrying person. I noticed that she does not like children or in fact anyone that do not have good manors. I believe that is why Effie and Haymitch don't get along very well. I think that by chapter 9 Effie is starting to like district 12's new contestants because they made a stunning performance at the beginning show. I also think this because she finally has contestants that have manors and some what do what they are told. One of the finally reasons why I believe that Effie likes Katniss and Peeta is because Effie tried to get Katniss and Peeta sponsors. I believe she has to profile you first and if you aren't in a certain area of her likings then she won't talk to you, or barely even help you.
